I can't comment if it was bad writing but his exit did make sense...at the very least on par with Barry's reasoning for having trust issues. Barry's dad left because he knew he would want to spend every waking moment with him trying to make up for all the lost time. But Barry was a hero now and Central City needed him more than Barry's dad needed him.
And if that sounds like a load of crap then in terms of logistical reasons it probably made the most sense. This cast is blowing up at a rate that makes we wonder if the showrunners aren't just gonna start giving the characters the weekly walking dead treatment (given the fact that time traveling and multiverses are a thing they very well could). I mean, in this episode alone they introduced three new characters, along with bringing Dr. Wells back into fold. Its a credit to Terry Sanders and Shantel VanSanten that they fit so nicely into the cast. But can you imagine if Shipp was still there? What role would he even play in this world of multiverses especially when his story line is done ( his wife was avenged and he's out of jail).
I understand why Barry's dad not sticking around - the episode made that very clear. My critique would be the approach at how his leaving right after being freed seem to short. An episode or two to gradually transition Shipp out of the show would have been more impactful thus worthy of Shipp's send off.

Caitlin - She is clearly attracted to Jay and she convinces Jay to stay in Earth 1 until Zoom is captured. I still think from an audience perspective, it feels too soon. We don't really see nor feel her losing Ronnie.
Lady cop crushing on Barry - I'm sorry, I forget her name. Cute scene at the cafe with her giving her phone number to Barry.
Iris - I am glad she handled the news of her mother so well. I feared her reaction would be similar to her season 1 reaction when she found out everyone kept the secret of Barry's identify away from her. and, she seems to be chummy with Linda Park.
Captain Cold - The I e thing he cares about is his sister. That's a good trait for this anti-hero. Cold's father is a swine. He planted a bomb in his own daughter.
Jay - I didn't realize making a portal to Earth 2 was so easy. I suppose it's good that they didn't stretch this out but, was there any real struggle in creating said portal?
