Pretty much as the title says. Whether it's on services like PlutoTV, TubiTV or anything such as a company's official YouTube channel, this is a place to talk about or point out what is currently available for free and legal..

Definitely think TubiTV needs more love and views with what they have. So far their content:

They also have Pokemon Black & White, the original My Little Pony, and Beetlejuice (although I thought I heard somewhere that’s only there for a week).
 
And some choice shows on YouTube include Dungeons & Dragons, Liberty Kids and The Adventures of Teddy Ruxpin, Anne of Green Gables.

on the official My Little Pony YouTube channel as well as

“Equestria Girls”-related content on the official Equestria Girls YouTube channel.

Even Disney has joined in here and there. A good amount if not all of Sofia the First and DuckTales 2017 having their first season available on YouTube for viewing, plus StF's often neglected pilot Once Upon a Princess is viewable through Disney YT. Like with the recent uploaded Brandy & Mr. Whiskers premiere, it's not even on Plus.
 
I just remembered that I watched the Christmas episode of Inspector Gadget on YouTube last year.

Free streaming isn't as good, as it seems to be. Too many cartoon series literally just dumped on services, without any care at all. Older cartoon series are often cropped to 16:9, and sometimes missing the opening sequence too, especially on YouTube. The local Tubi TV has Shadow of the Elves which I have wanted to see for years, but it got cropped to 16:9...
Some of the anime series are just as bad, I recently watched Yukikaze only to find multiple scenes in the final episode were complete missing the English subtitles.
Unfortunately just another reason why physical media is the only option.

I think physical and digital is best coexisting and even then, surely you find some of the stuff on free streams watchable. Especially since if a physical release, a correction (Like the original wide-screen DVD release of the BTTF trilogy) means having to pay for another copy or sending a disc in hoping then next copy doesn't have any problems.

Plus I feel like until animation does get elevated entirely into mainstream, sometimes we have to take whatever victory we get and support distributions best we can. And at least the free stuff doesn't cost anything more than time to consume.

Maybe my bad luck, but almost every show I was really interested in streaming is cropped to 16:9 (Blackstar, Garfield & Friends, The Little Lulu Show, Moomin), or has incomplete episodes (Defenders of the Earth, Moomin, Rahan). The problem is once cartoons are added to free streaming, there is little chance of them showing up elsewhere, so we are stuck with the flaws for the long term.
Newer cartoons do work better, since they are already in widescreen, but they aren't always complete either. At least I have not seen a cartoon cropped from 16:9 to 4:3 on free streaming so far.
 
To note, there is a show still recent called Agent 203 and an older 2013 Italian toon The Extraordinary Adventures of Jules Verne on the channel Family Central. Later is completely available and the former just had it's first episode uploaded.

This is being a choosing beggar. I do wish more people mentioned you can find DVD's and free manga at libraries though.

More seriously:

Wildbrain's put most of their archive on YouTube: WildBrain Kids Mostly toddler stuff, but there are a few old adventure shows.

TMS also has an official channel: Anime! on TMS Official Channel

Viz does too, tho I'm not sure they've put many full episodes on YouTube: vizmedia

And the Pokémon Company has put some episodes on YouTube, officially: The Official Pokémon YouTube channel Here's the first episode, from waaaay back in 1998:

No, it isn't too much to ask for the cartoon series to be presented as they were original produced and broadcast, rather than dumped in any flawed format, with no other options. I would be happy to pay for streaming or buy on physical media anywhere worldwide, if that was an option.

The DVD situation is even worse (variety wise), not many cartoon series were completely released on DVD, or have flawed releases (more than half the DVD releases from Warner Bros. were cropped too). I stopped renting DVDs long ago due to poor treatment by others (scratches), but maybe your area is better.

It's just that animation isn't popular, while at the same time being costly. Networks and studios will never budge on their own, hence why we need to be active.

Free or charged, surely you found some that are at least decent.
 
Getting a bit off topic, but paid streaming in Australia is far more limited, only two global services (Disney+, Paramount+) for western cartoons. All content from other companies is split around different services, or not available at all. Content from Warner Bros. for example is usually incomplete (missing seasons), and literally uses old masters from the cable (Boomerang, Cartoon Network bumpers at start), with older series still in 4:3, and those huge watermarks throughout.
