90s NickToon towns

I would like to see each of these lovable NickToon towns receive a rating based on its living conditions. Rating ranges from 0 to 5 stars, with 5 stars being the best, and 0, well you get the idea. SpongeBob and Rocko's towns have already been reviewed by WickedBinge (YouTube Channel), and Bikini Bottom got 4.5/5 Stars while O'Town got 2/5 stars. The 90s towns left to cover are:
Rugrats (up to All Grown Up!; not counting reboot): Southern California's Town.
Doug: Bluffington, Virginia.
The Ren & Stimpy Show: Hollywood, Yugoslavia.
Aaahh!!! Real Monsters: New York City.
Hey Arnold!: Hillwood, Washington
The Angry Beavers: Wayouttatown, Oregon
CatDog: Nearburg
Rocket Power: Ocean Shores, Southern California
Ukulele Bottom (Patrick's childhood suburb home in The Patrick Star Show)
The Wild Thornberrys: Um. Considering the Thornberrys travel, is there anything to judge here?

I might be the only one who cares but why is Scooby Doo basically unavailable everywhere? Netflix has only Mystery Inc and the two James Gunn movies. Tubi has What's New and Where Are You. Meanwhile HBO Max has basically nothing. I've been itching to watch the classic Scooby Doo direct to video movies lately and they're nowhere to be found outside of purchasing them on sites like YouTube.
Last night started watching a new adult animated series, a Netflix original that is basically the succesor to Big Mouth.

What is so great? Despite being a 18+ show, they actually bothered to give it a Romanian dub :ack::eek:
