Why are mainline Austrian and Swiss German channels more open to Zweikanalton than German ones. ORF 1 is known to support it, meaning that blocks like Okidoki had the English audio track to Phineas and Ferb when Disney Channel didn’t.
Also, how does Pro7 Austria even exist when ORF airs most of its content?

Austrian and Swiss channels are for the most part encrypted, unless they are not sub-feeds of German channels broadcast FTA.
It is definitely not the only factor, but it is a central one.
Pro7 Austria come from a different company, while ORF comes from non-private public broadcasting one. ORF simply can't broadcast the same heavy amount of US content as a channel like Pro7 can

Matt Brittin, the former Google executive, told staff in an email on Wednesday (full text below) that the savings plan will mean canceling shows and reviewing the BBC’s “broadcast TV channels and radio network portfolio as audiences move online.”
“The scale of savings requires tough choices, careful work and won’t all be ready at once. We are committed to letting you know as soon as we have plans in your area. All divisions will be making significant savings,” he said.
Brittin did not provide specifics, but said more details will be announced in the coming days. The efforts form part of wider BBC plans to slash costs by £500M ($670M) over the next three years, expanding on an existing target worth £1.5B.
A total of between 1,800 and 2,000 roles will be laid off across the British broadcaster in the coming months, contributing to a sense of gloom among the workforce.
Some 550 roles will be slashed in the BBC’s news and nations divisions, which Brittin said will help deliver £160M of savings. He added that 700 roles will close in the BBC’s corporate divisions.
“Reductions of this scale inevitably mean some compulsory redundancies, though we will work hard to avoid this wherever we can. Many divisions have already opened voluntary redundancy windows; more will be opening today,” he explained.
“We live in very uncertain times. Our audiences rely on us every day to keep them informed, entertained and equipped to make sense of the world. Making savings while fulfilling our mission means a doubly difficult time for everyone.”
The bigger picture behind the cuts is that 94% of the UK population use the BBC every month, but fewer than 80% pay the £180 annual licence fee.
The BBC is attempting to bridge this gap as part of negotiations with the government over a new royal charter, which is effectively the corporation’s operating agreement for the coming years.

Well, why not the parliament and the minister put plans for the broadcaster? Reconstruction must include all divisions such as the U& Channels; which needs to be ditched for good (if not merge or rename), regional services being split from BBC One, adverts added to the domestic channels (and skipping it for those online viewers who uses time-shifting on iPlayer), that current logo needs to be changed completely, and also the BBC Parliament channel gets replaced by “World”; which focuses completely on world affairs only and no UK news in it.

They are also independent from the public arm of the BBC, so they cause no harm.
Also, advertising on the BBC channels would cause a huge backlash, as well as being completely anachronistic, since advertising is worth a fraction of what it was
Other options also sound odd: regional services are core BBC services, they need to stay on BBC One, the current logo causes no harm, and the BBC Parliament channel replaced by world? Expensive and ultimately useless, especially when Parliament simulcasts a lot BBC News at "off" times
The BBC blocks are too iconic to go somewhere, I even dread to think what they could come up with, so they better stay. The graphics need some updates, but overall I think they are also fine, and are not the current priority, obviously.Harm?!
No, I don’t say it’s harm, but the logo looks weird and awful, as they should make a new (and creative logo) away from the BBC block, and also costs a lot of budget, and also look at U&Eden how its programming look like after it became FTA. Parliamentary affairs should be on BBC News Channel instead, and no need for a parliament channel anymore.
It's also useful to have coverage of parliamentary proceedings with more calm. AR TV here in Portugal exists for the sole purpose of providing a neutral parliamentary channel.BBC Parliament I believe might still be need, even
if Parliament sessions are more widely available, but parliament decisions affect everyone so everyone potentially must have access to its decisions.
