To me it reads that One Piece wasn't taken off the air so much for its ratings as it was Toei upping the TV rights higher than Toonami was willing or able to pay.

If One Piece's viewership was strong, Toei's high licensing fees wouldn't have been hard to justify. Demarco basically said as much.

In the months leading up to One Piece getting yanked, there were multiple weeks where the shows that aired after it on Toonami were pulling bigger eyeballs. That's not how the block usually performs.

I'm not really sure why there's a fascination of getting One Piece onto TV. The show's failed multiple times. It's basically unheard of for a series this long in the tooth to breakthrough and become a mainstream juggernaut. The thing is, One Piece doesn't really need that. You guys get a weekly simulcast of the Japanese version. The dub is ongoing. Home video releases including both languages are readily available and continue to be released. Viz maintains a manga translation. Bandai Namco releases the video games internationally. What exactly is so important that you're missing? Mass market toys in Wal-Mart? Well, sorry to break it to you, but pulling 330k viewers at 2:30 AM on a Sunday isn't going to make that happen.

Well One Piece appears to be set to get a rather costly live action adaptation, so if somebody was missing something about it for any reason, then they have that to look forward to.

I don't really care if One Piece airs on TV or not. I am more than happy to watch my dvd and hopefully soon blu ray discs. I much prefer to binge watch it anyway because I think it flows better that way. Toei has screwed up the pacing way to much to enjoy it one week at a time. I am sure that Toei greatly overestimates One Piece's popularity in the US and probably tried charging way more than it was worth to Toonami.

I think One Piece should air on tv. It was already on tv and was pretty successful when it was. If not, the creators can still just do some stuff and put it on YouTube, like anything else.

I'm not sure how successful it really was considering it was removed from TV twice. It wasn't unsuccessful exactly, but it didn't bring in the ratings to warrant its high price, at least for why it was removed from Toonami. Based on what I remember, Cartoon Network originally stopped airing the series the first time because the redub didn't bring in bigger ratings either, although I wouldn't be surprised if there were other reasons behind their decision to remove One Piece from the original Toonami lineup too.

Putting the series on YouTube would seem a bit odd. There are already other sites that legally stream the series like Funimation's website and Crunchyroll. Having another place to legally watch the series online wouldn't be a bad thing, but it doesn't seem necessary, especially when Crunchyroll already covers multiple countries.

As cool as it would be to see One Piece on TV again, I don't think that would really help the series. Due to the series' slow pacing, it wouldn't really work as a show to watch once a week. It would work better as a show to binge watch, especially given the hundreds of episodes available. Plus, I don't think One Piece really needs a TV deal. It would still help give the series more exposure, but One Piece has been doing fine without that extra exposure. The uncut DVDs still sell well enough, the series is on Crunchyroll and I believe that Funimation simuldubs the series too. It isn't as popular as fans would want it to be and that was the case before it was removed from Toonami too, but One Piece doesn't seem to be doing poorly at all without a TV deal.
