Why can’t HB Europe start working on new projects? CN literally has a studio and they're relying on acquired content instead.
Hanna-Barbera Studios Europe is already working on Foster's Funtime for Imaginary Friends and Living the Dream. The Gumball movie is also still being worked on, but needs a third-party distributor first—stay tuned.

There are also other HBSE projects in development that may or may not be greenlit, including a proper revival of The Powerpuff Girls (1998) that actually has the original creator's direct involvement and a series adapted from Nadia Shireen's children's picture book Barbara Throws a Wobbler.

Maybe it has to do with the PSKY-WBD merger, I guess?
We have no way of knowing if the yet-to-be-approved merger between Paramount, a Skydance Corporation and Warner Bros. Discovery will or will not affect the production output of the three animation production companies under the Warner Bros. Television Group (Warner Bros. Animation, Cartoon Network Studios and Hanna-Barbera Studios Europe, all of which are also the three primary sources of Cartoon Network's programming library).
 
Actually, Floricienta did not air on CN ES, only FR and IT
And the agent was Telefe International (the division not the channel)

The kids and youth telenovela Floricienta launched this Monday April 14 at 6:45pm on Cartoon Network, but the country where Telefe International inaugurated its entrance into Western Europe was Italy, whetr Cartoon Network formalized the purchase of Floricienta the same day as the product went on air: the previous Monday (April 7) at 5:30pm. This production from Cris Morena Group and RGB becomes the first Latin fiction broadcast by Cartoon Network France and the first telenovela aired by Cartoon Network Italy. “That they chosr a product like Floricienta brings me lots of satisfcation and tranquility because it will be beneficial for the genre in general, as it's a well-known, universal, attractive and successful story. I'm sure that it will go well and it goves as more possibilities to Latin distributors in these difficult markets and where we have so much will to access to”, commented Michelle Wasserman, manager of International Sales at Telefe International.

Let's not forget that they also ordered two more seasons of the new Gumball, which already started production.

(I expect them to launch somewhere next year the earliest)

Maybe I understand it wrong, but I'm pretty surprised to see that Zone Vision (the company who also had Zone Studio Oradea and many TV channels) was representing/distributing CN and TCM channels to the cable and satellite providers in CEE in late 90s-early 2000s:

It is strange that the song "Summoning Someone" is left instrumental in French and Dutch dubs, and left undubbed from the original English version in Bulgarian, Czech, European Spanish, German, Hungarian, Italian, Polish, and Romanian dubs, but it is completely dubbed in European Portuguese dub. And this episode would be banned in MENA and Turkey.

If only the S1-S4 EU-PT dubs of TT made it, they aired on Biggs and Biggs recovered the S1 dub from 2006. Makes me think WB owns dubs that RTP made back then

they probably do if they have access to the billy and mandy RTP dub and all the ones from TVI.

It will be banned form airing due to wearing them as a goth representation

I even remember the episode 7 of the final episode of COTC was never aired on CN MENA for the same reasons

Everyone applause these two characters, for soon getting their own spin-off full animated series!!! (who would have expected a series with PB and Marceline anyway? I know they have an upcoming comic book series which will go well with)

Watched Toy Story 5 today. It felt like another awesome escapade for the characters, while also they taught an important lesson: it's ok to be different, especially if you still like to play with toys. Lily turned from an antagonist to a hero of the movie, because of realising exactly that.
