I feel those words have devolved into buzzwords that get tossed around to callously dismiss the opinion of the majority in a manner that gives off the impression that there is something "wrong" or "bad" about the majority having a certain opinion. There are other, more polite & tactful ways, for someone to say they disagree with the majority's opinion.

"Underrated", to me at least, seems like a way of saying "it deserves more attention"; while that could sound like "people who lack interest are bad", I think it's more often intended to be free advertising for the subject in question.

"Overrated", I can see your point, at least potentially.
