I don't know too much about how it all works. But I would think Cartoon Network have built up a long standing reputation with the two programs, and will let them have as much freedom time as they need to wrap up there shows when needs be, within reason of course. I still don't seeing them...

1997 huh? Looking through a list of the most well-known cartoons, I'd say my favourite show would be South Park. (Even though I'm not a huge fan of it.) If TV specials count for movies, then my favourite would be Dragon Ball GT: A Hero's Legacy.
