The tracks for Clan haven't been scrapped, they're currently dubbing content into the aforementioned languages in preparation. So far, the only confirmed series is Momonsters. (which RTVE is also dubbing into Valencian?)
The BBC seems to have struck a package deal with WBD for their Cartoon Network shows; Apple & Onion premieres on BBC iPlayer on August 3, and The Amazing World of Gumball premieres on CBBC and BBC iPlayer on July 10.

The oldest thing Cartoon Network UK has aired in recent times was Uncle Grandpa - and even that was a one-off; it'd be a miracle if the classics ever reached linear here.
The dubs for all the shows mentioned (sans PPG) alongside Gumball were commissioned by their public broadcaster, Česká televize. Both PPG and Ed, Edd n Eddy were on Prima, not sure about other pre-2016 shows.
I'd argue that WBD has a somewhat great presence in Australia, mainly on their public broadcaster ABC. Many of their foreign imports nowadays originate from them. (e.g Teen Titans Go! on ABC Entertains, Young Sheldon on ABC Family, Batwheels on ABC Kids)
