Ah, yeah I see that bit now. When Disney first released their Platinum DVDs they actually framed the picture in a black box I assume for that very reason, and some HDTVs had a setting to emulate overscan because of all the weird stuff that popped up on the sides of the picture.
I think it boils down to the fact that WB was trying to present a picture without -any- black bars on people's televisions, hence the 4:3 version for the TVs of the era the picture was released and the 16:9 version for today, and they were just too lazy or whatever to reframe it a third time for...
